Q1: How can I and my partner apply for same-sex marriage registration?
A1:
Documents to be prepared:
- Application for marriage: This application shall specify basic information about the marrying parties and shall be signed/sealed by the marrying parties in person and witnessed by 2 persons with their signatures/seals (you may invite your close relatives or friends who attain the age of 18 to sign/seal as witnesses).
- Identification documents:
- If the marrying parties currently have domestic household registration: Both parties’ National ID Cards, seals (or signatures), household certificates, one color front half-length photo taken within the past 2 years or a digital photo of the same (see Note 1).
- If the marrying parties are foreigners or have had or never set up domestic household registration: Passports or resident certificates issued by the National Immigration Agency, Ministry of Interior according to the law.
- Other supporting documents:
(1) If one marrying party is of a foreign nationality or a resident from Hong Kong or Macao (see Note 2), the following documents shall also be submitted:
●A certificate of marital status legalized by an overseas mission and its Chinese translation. (The certificate of marital status shall be valid only within 6 months of the issuance date by the issuing agency.)
●A declaration by the foreign spouse for his/her Chinese name.
●In case a specific country announced by the Ministry of Foreign Affairsis involved, when a national and a foreigner from that specific country would like to get married, they shall first apply for an interview from an overseas mission and submit the approval letter issued by the overseas mission together with a certificate of marital status.
(2) If a marriage is validated abroad:
In case of a marriage validated abroad, if a certificate of marriage legalized by an overseas mission or a certificate of marriage registration filed at a local government together with its Chinese translation noted “in compliance with the law of the place where the act was undertaken (in Chinese)” is submitted, a certificate of marital status is not required.
In case of a marriage validated abroad and a person authorized to file an application, a power of attorney via an overseas mission and the attorney’s National ID Card and signature/seal are required.
※Note 1: For situations where applications for replacement of National ID Cards are not required to submit photos or digital photos, please refer to Article 18 of the Regulations Governing Establishment and Management of Photo Files Generated from National ID Cards and Household Certificates.

※Note 2: If a national and a person of the Mainland Area would like to apply for a same-sex marriage, as it involves the reason for entry, interview mechanism, registration procedures and other administrative management measures as a whole, it shall be handled in accordance with the Act Governing Relations between the People of the Taiwan Area and the Mainland Area and other relevant regulations.
※Note 3: If both marrying parties are foreigners from a country or a territory where same-sex marriages are recognized, they may submit relevant documents to apply for marriage registration in Taiwan in accordance with the Act Governing the Choice of Law in Civil Matters Involving Foreign Elements.
Application venue: You may apply for marriage registration at any household registration office; if an application for move-in registration (including address change and establishment of a new household) is filed simultaneously, the move-in regulations shall also be complied with.
Relevant fees: Replacement of National ID Cards: NT$50 per card; replacement of household certificates: NT$30 per certificate; certificates of marriage (Chinese and/or English version): NT$100 per certificate.
Q2: My partner and I have the same-sex partnership registration, do we still need to apply the marriage registration?
A2:
- The same-sex partnership registration is not official household registration, so it does not display on the National Identification Card, the household certificate, and relevant documents. It doesn’t give full legal rights either. Same-sex marriage registration, one of the household registrations, shows on the National Identification Card, household certificate, and so on.
- Since the legal effect of partnership is different from marriage registration, please determine if it is necessary to apply the same-sex marriage registration in your case.
Q3: If my partner and I would like to participate in the Taipei City Mass Wedding Ceremony, what should I know?
A3:
- Eligibility:Both parties are single, and one of the parties must be the resident registered in Taipei or work or enroll in schools in Taipei.
- Application:Online application only Basic personal information, phone numbers, Email addresses, your short love story, and photos are needed. (If neither of the parties is registered residentially in Taipei City, a proof for one of the parties is working/studying in Taipei is necessary) Then you will receive a confirmation email from our system to indicate the procedure is completed.
- Application period and event information: will post on the website (https://umarry.gov.taipei/) two months before the ceremony.
- N.B.:
- Foreigners must submit a passport copy and the Marital Status Certificate (also known as the Affidavit to Single Status) authenticated by a R.O.C. Embassy or Mission Abroad together with the Chinese translated version.
- The wedding date would be fixed initially, the other matters, such as theme, time, venue, and seminar will be informed later.
- There will be a free DVD, a group photo, and a wedding gift from the Department of Civil Affairs given to each couple,. (The DVD and group photo will be sent one month after the wedding)
